How do I gift fiefs?

I'd like to give a king a fief, but don't remember how. Please help.

Make sure your minister is one of your companions or your wife. Then talk to him and chose the point with dispatch an emissary.

Yes the prominent citizen or however he is called has a very limited range of options. The other staff members are fine and can't be replaced.
