Problems with my settlement

I built my settlement and I´ve upgraded to the maximum level. But the only thing that changes is the amount of troops I can have in my settlement. The building doesn´t change and it stays in its base form. I have to say that I built it in the woods of the north. Maybe it can´t grow because of that? because is surrounded by trees?
