When I recruit peasants in villages I own they are not northern like I've set my culture to be.
Am I doing something wrong?

There's a fix in the unreleased beta 9.5 for this:

Your kingdom culture will now depend on which 'people' you choose when creating a character.

So when you select your culture in character creation screen, this will be your kingdom's culture.

So is there is no way to recruit northern troops for my kingdom in this versions after I've wiped out the north faction

I suppose you need to wait for beta 9.5 to be released. Will be a polished beta 9 so better keep playing and reporting bugs so it will be more bug free
