Enlistment Promotion Bug

I worked my way up the ranks in the Westerlands armies, but could not be promoted to the final rank of Red Cloak Knight. I had the requirements for the equipment (I had 15 Str and Agi, 5 riding, 5 shield) but instead of being promoted I would just be paid as normal. I did check and made sure that the Experience to next promotion said n/a. This same exact situation happened to me when i enlisted in the stormlands using 1.2 and could not be promoted to last tier infantry.
