Persuasion does not do what it describes

Hi,

wanted to play as a sort of High Militant Faith/Cleric of the Seven Gods and decided to get a high persuasion rating in order to recruit a lot of smallfolk for it to be similiar to the High Faith Militant in the lore.

Nevertheless Persuasion does not increase the minimum amount of units hired as described in the character sheet.
