So i once met a guy called Valar blackfyre and he wanted to be a ruler of pentos but thats not a thing, i know its a random event but is there any way to find him ? like if theres no cheat for it should i look only in cities or castles too ?
yes, just search for him, as any other tavern char, i found him first in highgarden, after that went to thenn, and found him again, i dont know what happen if you decide to help him anyway

You can ask travelers in taverns his location. This goes for most mods when looking for claimants.
