Ok. I take Duskendale I get master of whispers, master of coin, and master (at arms? recructing and patrols) but there is no army training option.
I built a settlement, and hired a master at arms abd the option of training appeared, but ... probably does not work. I'm getting info that master at arms finished training, but unit level does not rise.
How to solve this problem ? Little foolish that the whole castle garrison / city does not employ lieutenants.
The training of troops goes from your Ministers level, so a companion minister can't train anyone higher level than him. Duskendale shouldn't have a master at arms but may have a master of law? I think you're referring to this.
