Old Valyria Castle Blacksmith

After finishing the quest, you have your own castle up and running. One of the improvements that can be built is the Blacksmith, but what does it do? I thought you could get faction armour from it but i can't even access it. Not via settlement menu nor strolling and talking to the blacksmith. What is the purpose of the blacksmith?

Currently it just improved prosperity. Though allowing the player to access armour would be a neat addition. If I only I had the time to add everything I wanted heheh.
