I've been really enjoying this mod, it's really immersive and super cool. I managed to improve my settlement to maximum (max garrison limit 250) and then hired everyone I possibly could (except the bard). When talking to the master at arms, the dialog does not permit to discuss the training options, it goes like:
Trainer: I can train your recruits and turn them into warriors.
Me: Never mind...
No matter which type of troops I put in the garrison list, they'll never upgrade... so am I missing something here? I thought it would be just like VC mod or similar but it seems its not...

I think its an unfinished feature.
It should work, do you have enough stags to upgrade them?

so they level, but you need to upgrade them manually?
