Title: Is there a way to continue the Varys questline once he refuses to speak to you a

So yeah he asked me for another favour and I refused him as I wanted to go do something. After awhile I come back and he is always "busy". I REALLY want the Targeryen invasion for roleplay purposes and I hope there is a way I can continue the questline even if it involves file editing.

I experienced the same thing. I don't think he is the forgiving type.

Maybe in 2.0?

Until then, save often when doing his quests.

After more than two weeks in game time he still refuse to give me some quest and i am in 3.0

Did you kill the person he asked you to capture?
