Its not currently in the game, im waiting for Elpadrino on the TW forums to finish the scene! So currently we just have a place holder. You can find Varys in the center somewhere.

By center what do you mean? Also, you should be able to enter septs even if you don't worship the seven. One reason religious buildings are open to all is to attract followers.

Hes near where you enter the town when you have no horse.

Allowing all to enter the sept is something i ws meant to change .
