Hi there, the targaryen claimant has Blackfyre, you would have to capture them in battle and then kill them to get it.

In order to get the sword yes. Some things to warn you about - Dorne allies with Targ's, Targ's & Dourne go to war with Westerlands & Anyone else who holds the iron throne.
