Recruiting lords 2.51

problems with recruiting lords ect i have wiped out some factions and nobody seems to be joining or defecting to other factions i have turned static wars off mid game btw and there seems to be dragon stone lords hanging round still and they have been wiped out lol, lords dont seem to returning from exile and the map is getting empty... please fix
