Former companion vassal does not move from some faction's town

I've Rebuilt Qarthigar and have given the village Taelon to one of my companions, Lady Dacey Mormont. For some reason, right after that she went to Volantis (to Valysar) and just stays there, not even raising an army.

When I ask her what she is doing she says she is gathering men, but that's not true.
I've tried giving her some men but she still doesn't move. In a last resort, I gave her a castle I conquered, but she still does not move.

Any solution?

Of course I'm playing version 2.51.
