While enlisted friendly armies still attack 2.51

Title pretty much says it, enlisted in the north, took Harrenhall and have to defend against allies still in 2.51 but change log said it was fixed.

i can confirm with fresh 2.51 start, the problem still exists. Every time you take a settlement, you have to defend against allied armies while enlisted.
