1) Seems that the Weekly 70Exp yout get for be in the Army, didnt Count for your Promotion.
2) The Commander Reports is completly Wrong. To get from Dornish Levy to Dornish Archer it says u need "500" exp, i got the 500 Exp also gave me after that (was checking if i found some Reports in the Forum) 1000Exp through Cheat Mode. Still didnt get the Promotion, before that i got the Promotion with Cheat(checked it via an early Save Game)
3) After giving me another 1000Exp and got a Lvl Up, and wait 3 more Weeks i could get Promoted to Dornish Archer or Spearman.
4) The Save Game wasn´t Corruptet by Cheat Mode before i checked how to Rank up and so on.
Also i dont know if this only happens by the Dornish Men or in every Faction.

It would be also quit Nice if you could Check In The Game what besides EXP is needed to get a Promotion. Like Streangh, a requiered LVL or Combat Skill an so on. But thats just a little Idea of mine.

You will only upgrade once you reach the required stats for that troop. You will only be considered once you acquire the xp shown.
And thats why i say there are Bugs.
I got the Consiedered XP and didnt get Promotet.
I get the Promotion every Time after giving me with Cheat Tool 1000Exp as an extra Boost.
Sometimes i got a LVL Up(which i didnt use, so i didnt change stats or something) sometimes not.
The Commanders Report seems to show wrong amount of EXP or at least he didnt Count each EXP Point you get.
Also if there are Requierments, than maybe they Bug to.
For Example i got a Promotion as Sand Scout(Dorn), the Use a Bow which Requierd: Draw Power 2. I never set any Point in Draw Power.
