I had the same issue. There was a message like: Dragonstone cant be besieged from sea, or something.

As far as i know and as far as i have played- no. There is a event where the wildlings breach the wall and destroy the Nightswatch and a quest from Varys leads to the invasion of some targaryen lords, but thats all. For this reason i play always with normal wars instead of static.
