They're rare. That said, I find them more often in Essos. Braavos is where I get mine. I've seen them in villages as well.

The issue I had with one of my saves was that Rob would hold his feasts at Moat Cailin. After a while he did start having them at Winterfell.

It's normal. All feasts in towns have tournaments but not all tournaments have feasts.

It's in the "Character Menu". Once you click into that menu, click Party.

You can find travelers in inns that can tell you where the claimant to a throne is. I believe that's how I found him.

my minister shows no such option and i dont seem to be able to get a master of whispers (only coin and law). do i need a city for this maybe or is a castle sufficient?

You can't hire a Master of Whispers until you own a town as a fief. He is the one to talk to to change your kingdoms culture.

You can land on the island. Right click your ship near land and select 'find landing port'.

It's a rare item by design. I personally found most of mine from Kingslanding.
