How can you have a negative relation to the vale if the vale is completely gone?
If you mean the villages and towns, bulid schools, septries or weirwood trees and do jobs for village elders and guild masters

Import/export npc's is the same as import/export your own character. You can import their stats to your new game. And the kings join other factions as a vasall. I don't know if always, but they do.

How do you get Prince Doran Martell to meet you at Water Gardens? I meet him in the field outside of water gardens and there is no dialogue option to further the quest line. I go to Water Gardens and walk to the village center, but can't seem to find him. Is it supposed to be at a specific time of day?

just visit the water gardens, he'll be there

I've been asking for rumours all over westeros but didn't find a way to start this quest. Can someone give me a hint how to start it? thx

lol ok i was just too stupid. I imported a character and second outfit was heavy armor. noticed that i imported the wrong, but the right one just wasn't strong enough for that armor  so sorry about that XD

When there is any item in second outfit you always appear naked when running through towns etc.
