Regarding your latest edit.

In my Games the Lords sadly do not get unstuck. Tried 1.2 and 1.3 but with the same results. It is pretty much game breaking since there are about 30 Lords stuck on sea, This goes for most Lords from the North, Iron Islands , Dragonstone and plenty of others.

•NPC's are having issues with transferring from water to land and vice versa.  The main issue seems to be near port towns where NPCs can't decide whether to disembark or travel over land.

In this example I'm a mercenary for the North. We are on campaign to siege Flint's Finger. Lords are getting stuck near White Harbour trying to cross the water instead of walking over the bridge to the north.

•Ferries. While on campaign with the North, the marshall Roose Bolton decides to siege Pike. He takes the army to Hag's Mire Ferry and continues to Pike which the player can not do as the ferry takes you to Ten Towers Island. My ships are in White Harbor and since NPCs have their fleets wherever they are, it makes following the marshall impossible unless the player has ships stashed all over the map (and that cost would be huge).

I like that some islands can only be traveled to with ships but it makes following NPCs almost impossible as they carry their ships wherever they go. The only suggestions I can make are to either have ferries for all off the islands or to only allow NPCs to use port towns and ferries as the player can. That would be annoying to have to sail around Westeros but that's what they'd do in the lore and at least the army could stay together.

•Edit - To the first point on this topic. Lords do seem to get themselves unstuck. It can take a few days or more. What happens is if a lord is on the water and decides to travel to a fief that's not a port, they try to "sail" straight there becoming stuck. After awhile they decide to head to the closest port of their destination. This is much better than in previous versions.
