there are also two targaryen factions in the Code, i think ist dany and the blue griffin

This bug has been around for a long time. I believe it has to do with there being two player factions in the code. It happens with both static and native settings.

I also experience this, the truces for the player faction never seem to expire.

Not playing in static mode.

You may be in Static War Mode, this will prevent Truces from expiring and keeps everyone else from declaring war on you.  You can turn this off in the Reports menu.

It's been over 100 days since I stole some towns from the Reach, it still says we have a truce when I approach my minister to declare war. It still says we have a truce in the notes as well, it doesn't tick down.
