It's not North gear, it's Stark gear and is only available at Winterfeel

you probably started as a northerner, it gives you instant access to north gear.

If it helps, I was a vassal of the Riverlands but I had 100 relation with the North.

Yeah, it gave me access to the Stark shield and banner along with some really cool armour but I don't know how I got it.

On one of my characters when I go to Winter fell and select the faction blacksmith it gives me the 'Stark blacksmith' who has different(and imho cooler) gear to the regular North blacksmith. However on all my other characters the faction blacksmith at Winterfell is the 'north blacksmith'. Does anybody know how to make it the Stark blacksmith?
