Is it possible to send lords to the Wall if its faction change?

Hey, guys!

In my save, the Wall not belongs to the Night's Watch more. During the war against the Free Folk, the crows lost it and later the North took from the widlings.

Now, I am trying to defeat the Westerlands. They no longer have any castle or fief, however, some lords are walking in Essos, I captured one of them, Lord Quenten Baneford, but when I talk to him, the option to send to the wall does not appear. What should I do? I do not want to kill them.

Do You have King's Landing? Only the lord of King's Landing can send lords to the wall...  They have other fiefs?

If there is no Nights Watch then you are unable to send them to join them.
