Uninstall m&b:w
(important !  delete after that the remaining m&b:w folder in "C:\Program Files (x86)\Steam\SteamApps\common" or were your pervious m&b;w was located )

clean install m&b:w , then:

first extract "A_World_of_Ice_and_Fire_-_Beta_9.5.7.rar" in modules then extract  "A_World_of_Ice_and_Fire_Beta_9.6.rar" in modules and agree overwrite. that should solve any problems.
