Not yet. I was meant to add a masters at arms there like i have done a few other places, so when you own the town he will train goldcloaks for you. Though i just havnt had the time to code it in yet.

I've noticed that the garrison in KingsLanding includes Gold Cloaks as well as has them as the castle guards. Is there a way to get more when I conquer the city?
