Well, if I remember correctly, he tells you the spy is somewhere in Sunspear, check your quest log. The hard part is finding the spy, because I don't think he always appears. When I first went in, I couldn't find him either, so I left and came back in and VUALA! he appears. He's by the side where all the boats are at, he should be standing still.

Could anyone tell me where the vanilla area is? I don't wanna spend another hour looking for it and not finding it
