Do the events happen if the factions aren't locked in diplomacy?

So I've been playing this mod since around the start of 2018, and I've only ever gotten to the wall quest line. I've never played a playthrough of Static Wars, is that the reason why other events haven't happened? Or will the game events happen regardless if I choose Static Wars or Sandbox?

Questline hasn't progressed since Craster's Keep Quest. It will go further after 5.0 version

Did you do Varys' quest?

There's one quest in the Arbor Tavern as well, just take like 100 Archers and some cavalry, there does not appear to be a reward besides there being one less person in the tavern.
