Change Faction Troops?

Hey, is it possible to change the faction troops which you can recruit at your villages? Else im stuck recruiting wildings only because i chose free fold as starting 'race'

can i get some feedback here please? i cant figure out how to access the generall policies at all (strong vs many units, etc) that ive set once i started my own kingdom.

You can change domestic policies it at your court when talking to your minister i think (or master of whispers i don't know). Don't know about faction troops though

my minister shows no such option and i dont seem to be able to get a master of whispers (only coin and law). do i need a city for this maybe or is a castle sufficient?

You can't hire a Master of Whispers until you own a town as a fief. He is the one to talk to to change your kingdoms culture.
