You can't hire a Master of Whispers until you own a town as a fief. He is the one to talk to to change your kingdoms culture.

- July 25, 2017, 02:47:25 PMYou can change domestic policies it at your court when talking to your minister i think (or master of whispers i don't know). Don't know about faction troops though
