Doran Martell and "The Message"

Hi, I searched for this problem, but found nothing.
I'm actually working the Varys quests and now i have to talk to Doran Martell who is in the "water gardens", but I dont find him there. At first he sits in Sunspear and when I talked to him, I couldnt ask him about the quest. Now hes running around with his army and its the same. Is there anything i forgot or is it a bug? :/ Since I heard the Targaryens are comming, I want to do this quest line

He is in a little village called the water gardens. when you enter the village go left and he will stand alone close to a house.

he has a "decoy" walking around as the real him, and that is the guy you have been following and trying to talk to. hope this helps you.
