Valyrian steel quest glitch

For some reason whenever I try to obtain a valyrian sword and i talk to the weapon smith in the city there are only two speech options:
'Whach'a selling?' and 'whatz the gossip?'
Any tips as to why i cant ask about the sword would be appreciated.

try speaking to a tavern owner about where to get valyrian steel weapons from, but when you do manage to talk to him about it he says "actually I've changed my mind" it could be bugged I dont know

Renown doesnt matter, you still cant buy them off him
