Does anyone know where you cant find Lord Valar Blackfyre?

Some people complain about him chilling in Castle black. In the base game, claimants can appear anywhere but the kingdom they lay claim to. However, i saw a claimant for Dorne chilling in the castle of sunspear...so, he can be in any castle, anywhere.
