No, If you type "nocheatmenu" in the prompt after selecting your banner it shouldn't do anything.

Adding your own banners doesn't require anything extra either.

is there any effect to using cheat menu to change banner. I know on POP you get warnings about it and can ruin achievements.

Get cheat menu up and select "modify banner".

Or you could always upload your own/created banners with 2 easy steps or so.
